Water Management for the 21st Century   (A Four Workshops Series)               $59
Technologies and Applications for Water Conservation and Quality Protection in the Southern Border States Region

    State water compacts, international water treaties, water infrastructure assurance and other issues of concern relative to water sources and delivery systems and their reliability, safety and security within 200 miles of the US-Mexico border are intensely examined in this electronic classroom/workshop and seminar style course. The course meets four Saturdays, across 4 months (one Saturday per month). It involves regular use of the computer and the internet for extended classroom participation. Students meet in classroom and field sessions from 9am to 4pm beginning at the Carlsbad NMSU campus.

Units: (Delivered 2/Saturday Workshop Session)
  1. Introduction and Overview of Southern States Water Issues.  Historical and National Issues. The US/Mexico International Water Treaty, State Compacts, Riparian Rights Issues, Water Use Trends, Characteristics of Border States Geo-Hydraulic Supplies. The Base Technologies (including Techniques of Water/Wastewater Treatments, Reuse and Conservation). Use of the Internet for Online Course Work (“Electronic Classroom”)

  2. Southeastern New Mexico Regional Water Policies and Issues. Controversies and issues, local principals, programs and resources, political and economic alliances, new and historical water related projects and initiatives.

  3. Carlsbad Area Assembly Plants and Industrial Waters. Water use and treatments in manufacturing, sewer use ordinances, the Clean Water Act and industrial requirements, boilers and chillers and cooling towers, new technology industrial water treatments.

  4. Carlsbad Area Non-industrial Domestic and Municipal Waters. Domestic water and wastewater treatment strategies, backflow and cross connection control, water treatments, municipal water conservation techniques, community rate and billing structures, fixtures adjustments, inspections, meters, schools, municipal swimming pools, public spaces and reservoirs and reuse strategies, water-borne diseases, arsenic, domestic sewage and the Safe Drinking Water Act (SWA).

  5. Carlsbad Area Public and Government Service and Recreational Industries Waters. Public parks and lakes, water parks, golf courses, restaurants, laundries, riparian water sheds, government bases, fish and game project areas.

  6. Carlsbad Area Agricultural Waters. Water rights, permits and public and private sector water adjudications, irrigation district policies, conservation district policies, wells, windmills, irrigation and sprinkler systems, aquifer depletions, acequias, drought management, permaculture, soil erosion and protection, state water boards and engineers office policies.

  7. Water Infrastructure Surety. Southern River Basin Politics, Reliability, Safety and Security Issues, Infrastructure Assurance and Emergency Planning Issues.

  8. Carlsbad Area Mining and Energy Production Waters (including Petroleum Exploration and Mining/Refining and Power Plants). Legacy wastes and CERCLA/SARA sites, UMTRA sites, steam/boiler applications, drill site reclamations and well-head protection, permitting for industrial usage, head waters preservation, industrial water rights and industrial water conservation mandates.

  • Four course DVDs and assorted handouts and CD-ROMs (instructor provided)
  • Standard .html/.pdf/.mov files and readers/viewers are included on the course CDs.
  • Website html or WebCT (internet) support. Optional podcast downloads and RSS syndication (internet) support. Optional field trips.
  • Students are expected to maintain their own computer and internet service provider (ISP) throughout the course.
  • Students are expected to attend all of the Saturday sessions. Guest lecturers will attend and present as part of each weekend session.
